Release Notes

-Fixed the long standing bug that would cause files to be checked out when arrow keys were used.
-Fixed a bug that wasn't allowing PowerGUI VSX to work with PowerGUI 3.2.
-Added "Debug Parameters" to PowerShell projects
-Hooked up the toggle breakpoint command to the assigned keystroke
